Title: Overview of proposed accreditation and certification regulations

In January 1994, an important new piece of lead poisoning prevention legislation took effect in California. This legislation commonly known as Assembly Bill 383, enables the State to protect the health of California`s children and workers from lead poisoning during lead paint abatement and construction work. AB383 authorizes the California Department of Health Services (DHS) to establish a program to accredit providers of residential lead based paint abatement training and to certify trained lead abatement personnel. This program will be designed to meet federal requirements set forth in the Residential Lead-Based Paint Hazard Reduction Act of 1992 (Title X). One component of the Residential Lead-Based Paint Hazard Reduction Act of 1992 mandated that the Environmental Protection Agency promulgate regulations which would serve as a model plan upon which states could base their accreditation and certification programs. In addition, these EPA regulations would define lead abatement and specify acceptable abatement work practice standards. These regulations were due out by April 1994. At the present time, however, it appears that they will not be available until late 1994.
