The decision document presents the final remedial action for the East Harbor operable unit (East Harbor) of the Wyckoff/Eagle Harbor Superfund site, Bainbridge Island, Kitsap County, Washington. This is the second Record of Decision to be completed for the site. Sediments in the East Harbor are contaminated with polynuclear aromatic hydrocarbons and other hazardous substances. The principal threat is defined as sediments containing free-phase oily contamination. The selected remedy addresses the principal threat and other sediments contaminated at levels which cause significant adverse effects on marine organisms, by combining sediment capping in subtidal areas with monitoring in intertidal areas to confirm the predicted recovery of intertidal sediments through natural processes.
