[open quotes]Power for World[close quote]: European proposal for a global photovoltaic action plan
A global action to supply electricity to the more than 1 billion people without electricity today has been proposed by Wolfgang Palz of DG XVII of the Commission of the European Communities, and initial studies are now under way. In this proposal, the key value to Europe and other donor nations is the benefit that would be achieved from the industrialization of solar cell production and the scale effect for PV applications in Europe. At the same time the many benefits to developing countries include the improvement of living conditions in rural areas and the reduction of migration to the cities. Of global value is the environmental benefits of this action. This article describes the strategy and implementation of the program.
