Title: Evaluating the FSU's upstream oil sector

Abstract

This paper reports that development of oil resources is the leading basic industry of the former Soviet Union (FSU). Its rapid development, which has plateaued and trailed off in recent years, began with the post-World War II period. In the mid-1940s, the old USSR produced only 18 million t (132.12 million bbl, or 361,973 bpd) of oil annually. During 1974, production of 470 million t (9.452 million bpd) made the USSR the leading nation among 80 oil-producing countries. By 1980, the production level was over 600 million t (12.033 million bpd) before peaking at 624 million t (12.548 million bpd) in 1987.
