Title: Superfund record of decision (EPA Region 3): Chem-Solv, Inc. , Kent County, Cheswold, DE. (First remedial action), March 1992. Final report

Technical Report ·
OSTI ID:6832535

The Chem-Solv site, located in Cheswold, Kent County, Delaware, occupied approximately one-third of a 1.5-acre property and consists of a one-story concrete building, a distillation process building, and a concrete pad used for drum storage. From 1981 to 1984, Chem-Solv, Inc., used the facility to purify spent industrial solvents and store the distillation residues, known as 'still bottoms,' for offsite disposal as hazardous waste. After an explosion and fire at the facility in 1984, during which stored solvents ran off the concrete pad, a state investigation concluded that the incident and prior hazardous waste handling violations had resulted in soil and possible ground water contamination of the site with VOCs. The ROD addressed the ground water contamination in the Columbia aquifer. The primary contaminants of concern affecting the ground water were VOCs, including benzene, PCE, TCE, toluene, and xylenes; and the metal manganese.
