The proceedings of hearings conducted on matters relative to settlements on overcharges within the Petroleum Industry by the Department of Energy are recorded in this volume. The distribution of $25 million collected from Getty Oil is discussed. According to a GAO opinion, where victims of violations cannot be readily ascertained, any portion of the money not distributed must be deposited in the treasury. Prior to this ruling the DOE had announced a plan to distribute $21 million to 20 states and $4 million to military personnel. One state had already received $1.3 million. In addition to the Getty Fund, more than $200 million has been collected by DOE's Office of Special Counsel and placed in escrow accounts as restitution. The Office of Hearings and Appeals is asking for comments on how $90 million in consent order funds should be distributed. The committee heard testimony from the Department of Justice, the Department of Energy, General Accounting Office, Department of Defense, and the Department of the Treasury.
