A Federal Energy Regulatory Commission (FERC) draft environmental impact statement (EIS) argues that the Alaska Power Authority would be better of scrapping a proposed $5.2 billion hydro project on the Susitna River in favor of coal- and gas-fired plants or smaller hydropower projects. The EIS cites several major impacts, including accelerated soil erosion and permafrost thaw, reduced growth and migration of salmon, reduced moose and black bear populations, innundation and clearing of 56,000 acres, and socio-economic impacts during construction. Much of the damage could be avoided with thermal generation.
