Certain considerations in the pricing of transmission service

An intervening utility B between utilities A and B, such that /lambda//sub a/ < /lambda//sub b/ < /lambda//sub c/ might implicitly choose to price the transmission service for wheeling power from A to C according to three attitudes. These attitudes (Franchise, Entitlement, and Simultaneous Purchase and Set), are defined and a nondimensional normalized method of evaluating the economic benefits accruing from them are discussed in detail. The wheeling utility might price the transmission service at the higher of the incremental cost of providing the service or implicitly to equal the benefits according to any of the attitudes.
