Title: Indiana`s agency-wide RBCA program

An agency-wide RBCA program has been developed by small workgroups of citizens, stakeholders and agency personnel that incorporates advances in public policy and risk-assessment science. The workgroups studied the characteristics of many other programs before developing this program. Indiana`s Risk Integrated System of Cleanups (RISC) is organized around two decisions that responsible parties must make: (1) whether to clean up the site to health protective levels, or seek to prevent exposure to environmental risks; and (2) what level or tier of risk assessment is desired and needed? The result of these decisions determines if deed restrictions or post-closure care are necessary. The RISC program incorporates process for site screening and determination of nature and extent. These procedures are based on current Scientific and statistical approaches to mitigate decision errors during site characterization and detect trends for early closure of contaminant plumes in groundwater. Compound-specific mechanisms of carcinogenesis are identified and their attendant health risks are added under RISC when carcinogenesis occurs by a common mechanism or when the mechanism of carcinogenesis is unknown. Indiana`s RISC program uses a Perimeter of Compliance (POC) to determine where groundwater clean-up levels must be met. The POC is established at the location of human exposure, if exposure is possible. In the absence of human exposure, it is the location of the leading edge of a groundwater-contaminant plume at the location where it equals cleanup levels. The POC must be established at the time the plume was, or should have been, initially discovered.
