Traffic engineers need to begin now to prepare their traffic management systems to handle the needs of tomorrow. It is not enough to upgrade for today's needs; we must work to ensure our systems will be able to accommodate tomorrow's needs. This involves the development of 20-year plans within cities to ensure installation of efficient and cost-effective systems. Any design of freeway and street traffic control, surveillance, or motorist information systems must provide for public transportation and high-occupancy vehicle needs. They must also consider future expansion. Systems should also be designed for application on an areawide basis. That means that the essential communication and cooperation links must be established today. This paper reports that the Texas State Department of Highways and Public Transportation has done just that with its PEGASUS and Traffic Management Triad systems.
