Abstract
Four witnesses representing minority- and women-owned businesses spoke at the hearing held to consider the September 16 Department of Interior rescission of its regulation on nondiscrimination against businesses enterprises for leasing activities on the Outer Continental Shelf. The witnesses described the need for the regulation if women and minorities are to fully participate in the free-enterprise system. The hearing focused on the conditions requiring affirmative regulations and called for documented arguments that they are not needed. The chairman noted a November 10, 1981 letter from Interior Secretary Watt on a decision to rewrite nondescriminatory regulations. (DCK)
