Economic charges for environmental protection: ocean dumping fees
Justifications for a system of fees for ocean dumping become clearer in an age of declining federal expenditures for environmental programs and anticipated increases in ocean dumping. A charge system could act as an effective regulatory tool to encourage sound waste disposal practices. The ocean dumping context also provides an opportunity to test the concept of economic disincentives on a national scale and provide Congress with valuable information on the effectiveness of pollution charges. A number of administrative, political, and legal questions require answers before a charge system can be implemented, but there is evidence that it would be feasible. It will be necessary to pay close attention to how the charge is characterized to avoid legal problems.
