Title: The control and optimization of environmental noise emissions from combustion turbine plants

The methodology for performing an environmental noise assessment or impact study is reviewed to provide an overall framework for the importance of comprehensive noise control design for planned or existing combustion turbine facilities. Since ambient or background noise levels in residential communities usually drive the acoustical design goal for plant noise emissions, typical levels that can be expected are categorized. Noise emission criteria are discussed with regard to both satisfying mandated and responsible neighbor levels. Quantitative guidelines for designing plants to responsible neighbor levels are also examined. The principal equipment noise emissions sources are rank ordered for typical plants in the 25 to 100 MW size range. The basic acoustical engineering principles for predicting and modeling environmental noise emissions from complex arrangements of equipment are explained and illustrated. These principles are used to show that thoughtful siting or arrangement of equipment can often reduce, or at least minimize, the cost and performance penalties of noise mitigation measures.
