This bill would require the Secretary of the Interior to prepare a national least-cost energy plan and prohibit any oil and gas leasing on Federal lands currently withdrawn from, or not available for, oil and gas leasing until such a plan is submitted to the Congress. The plan would include the following: an assignment of the priorities among energy resources; forecasts of national energy demand; a comprehensive inventory of resource availability and system cost; targets for cost-effective resource acquisition; a research plan for investigating promising but unproven technologies; and recommendations for any new Federal legislation and any new State agencies.
