Managing a potentially high profile NORM containing remediation project

Naturally Occurring Radioactive Materials (NORM) contained in scale and sludge in a large earthen pit, approximately 12 acres, had the potential to turn a relatively straightforward remediation project into a public relations nightmare. Lack of specific regulations for dealing with NORM, at this location, further complicated the situation. Proactive early involvement with local officials as part of a detailed comprehensive public relations plan minimized potential public relations problems. Education of local employees, who were then prepared to answer any questions from their neighbors, was also a key part of the plan. Early, frequent, and complete communication with potential agencies was critical to the success of the project. Multiple agencies potentially had jurisdiction. Close cooperation with all potential agencies was a necessity, even after the lead agency had been determined. Selection of the right contractors with well defined scopes of work eased the burdens of the project. Contractors must be well respected experts in the appropriate disciplines. Local contractors with good working relationships with the agencies was also beneficial. Orchestrating all of these components can be time consuming and frustrating, but necessary. Be patient, the time spent in remediation plan preparation and the education of local officials and agency staff, resulted in a smooth running remediation project that protected both the environment and human health at a substantial cost savings compared to other available NORM disposal options.
