Title: Methodology to determine transmission reserve import margin (TRIM)

Transmission Reserve Import Margin (TRIM) is the minimum import transfer capability that must be reserved as a firm (non-recallable) committed use to supply native load during periods of generation deficiency at the planned level of reliability. The Federal Energy Regulatory Commission (FERC), in Docket No. RM95-8-000 (Mega NOPR) defines Available Transfer Capability (ATC) as ATC is capacity that must be made available for new firm transmission service requests. Basically, it is the capacity not committed to other firm uses during the scheduling interval(s) for which service is requested. The tariff must clearly specify the other uses for which capacity will be excluded from ATC. This methodology was developed to determine the minimum import transfer capability margin necessary to support ComEd`s planned generation reserve margin and the application of that transfer capability margin to a firm transmission access request. The methodology will establish the level of import transfer capability that must be reserved to supply native load during periods of generation deficiency. To develop the methodology, the summer of 1995 was used as the reference period. The methodology developed uses various programs and sources of data to provide a general guidance for the user on critical information required to determine TRIM. Engineering judgment is required in analyzing the results to arrive at a final determination.
