Title: The Clean Air Act Amendments section 112(r) risk management plan regulation -- Tri-service implementation

Section 112(r) of the Clean Air Act Amendments of 1990 directs the US Environmental Protection Agency (EPA) to address the potential for an air release of certain substances that would have serious impacts to the public if they were released in large quantities. The EPA is performing this task with the promulgation of Accidental Release Prevention Requirements: Risk Management Programs Under Clean Air Act Section 112(r)(7), published on 20 June 1996. The rule requires that a four element program be established to prepare for and prevent accidental releases of substances which could lead to serious and immediate injury or death to the public. The military Services have been tracking the development of this rule in preparation for successful implementation through a 112(r) Workgroup formed under the Hazardous Air Pollutants Subcommittee of the Tri-Service Steering Committee for Implementation of the Clean Air Act Amendments of 1990. The 112(r) regulation contains many legal, technical, and policy challenges. The workgroup has acted to meet these challenges by coordinating comments, policy, and implementation issues. This coordination has yielded technical assistance provided to the affected installations for meeting 112(r) requirements. Discussion of the assistance provided and lessons learned from applying the requirements of the rule to military installations will be presented.
