Title: Functional exercise of Kingsley Dam emergency action plan

At the request of the Federal Energy Regulatory Commission (F.E.R.C.), the Central Nebraska Public Power and Irrigation District (Central) performed a Functional Test of the Kingsley Dam Emergency Action Plan (E.A.P.) on October 27, 1992. The purpose of the exercise was to evaluate the Emergency Action Plan under a stress-induced environment with time constraints that exercised skills which are required for emergency management. This exercise was unique as it took place simultaneously at three different sites: North Platte Holiday Inn, Lincoln County Civil Defense Headquarters and the Keith County Civil Defense Office. Fifty miles separated the two Civil Defense Headquarters. There was a mobile command post that allowed radio communications between the different Civil Defenses offices. During the exercise, both levels of the E.A.P. (hazardous situation developing and failure has occurred) were tested. Both Keith and Lincoln County Civil Defense offices were able to test their own preparedness plans and communications. Besides the successful tests of the plans, a cooperative spirit was strengthened among the agencies as well as an exchange of knowledge and resources.
