Chemical industry sources in the U.S. emit 1,800,000 tons/year of volatile organic compounds (VOC), which contribute to the formation of ground-level ozone (smog). Concern with VOC emissions is heightened because many of these also are among the 189 toxic air pollutants listed in the Clean Air Act. This brief overview will cover the VOC problem, particularly as it is reflected in Clean Air Act requirements for reduced VOC emissions from small chemical businesses. Specific topics to be discussed include the HON rule, state RACT rules, and the general strategies and control technologies which will allow cost-effective compliance with these rules.
