Title: An Update On Waste Control Specialists' 2004 License Application For Safe Disposal Of Class A, B, and C Low-Level Radioactive Waste In Texas

Abstract

On December 10, 2007, Waste Control Specialists LLC (WCS) received notification that the Executive Director of the Texas Commission on Environmental Quality (TCEQ) had prepared an interim draft license and made a preliminary decision that it met all statutory and regulatory requirements for safe disposal of low-level radioactive waste (LLW) at the WCS' site in Texas. Pursuant to this interim draft license, WCS will be authorized to dispose Class A, B, and C LLW in two enhanced near-surface landfills at WCS' 5.4-square-kilometer (1,338-acre) treatment, storage, and disposal (TSD) site in Andrews County, Texas (Fig. 1). One landfill will be dedicated to LLW generated within the member/party states of the Texas Compact (Texas and Vermont), while the other will be dedicated to LLW generated by the federal government. The calculated annual peak dose to the maximally exposed member of the general public, i.e., an adjacent resident, from any of the proposed LLW-disposal landfills occurs approximately 36,400 years after closure and is 0.034 milli-sievert (mSv) (3.4 milli-rem (mrem)), which is less than 14 percent of the applicable regulatory limit of 25 mSv (25 mrem).
