California can achieve a 50% percent reduction in CO2 levels by 2030 in the electric sector under a wide variety of scenarios and assumptions, according to the Low Carbon Grid Study: Analysis of a 50% Emission Reduction in California, published in January 2016 by the Department of Energy's National Renewable Energy Laboratory.
