Title: Assessment of technologies for hazardous waste site remediation: Non-treatment technologies and pilot scale facility implementation -- excavation -- storage technology -- safety analysis and review statement. Final report

The purpose of this study is to assess the state-of-the-art of excavation technology as related to environmental remediation applications. A further purpose is to determine which of the excavation technologies reviewed could be used by the US Corp of Engineers in remediating contaminated soil to be excavated in the near future for construction of a new Lock and Dam at Winfield, WV. The study is designed to identify excavation methodologies and equipment which can be used at any environmental remediation site but more specifically at the Winfield site on the Kanawha River in Putnam County, West Virginia. A technical approach was determined whereby a functional analysis was prepared to determine the functions to be conducted during the excavation phase of the remediation operations. A number of excavation technologies were identified from the literature. A set of screening criteria was developed that would examine the utility and ranking of the technologies with respect to the operations that needed to be conducted at the Winfield site. These criteria were performance, reliability, implementability, environmental safety, public health, and legal and regulatory compliance. The Loose Bulk excavation technology was ranked as the best technology applicable to the Winfield site. The literature was also examinedmore » to determine the success of various methods of controlling fugitive dust. Depending upon any changes in the results of chemical analyses, or prior remediation of the VOCs from the vadose zone, consideration should be given to testing a new ``Pneumatic Excavator`` which removes the VOCs liberated during the excavation process as they outgas from the soil. This equipment however would not be needed on locations with low levels of VOC emissions.« less
