Title: Radioactive Liquid Waste Treatment Facility: Environmental Information Document

At Los Alamos National Laboratory (LANL), the treatment of radioactive liquid waste is an integral function of the LANL mission: to assure U.S. military deterrence capability through nuclear weapons technology. As part of this mission, LANL conducts nuclear materials research and development (R&D) activities. These activities generate radioactive liquid waste that must be handled in a manner to ensure protection of workers, the public, and the environment. Radioactive liquid waste currently generated at LANL is treated at the Radioactive Liquid Waste Treatment Facility (RLWTF), located at Technical Area (TA)-50. The RLWTF is 30 years old and nearing the end of its useful design life. The facility was designed at a time when environmental requirements, as well as more effective treatment technologies, were not inherent in engineering design criteria. The evolution of engineering design criteria has resulted in the older technology becoming less effective in treating radioactive liquid wastestreams in accordance with current National Pollutant Discharge Elimination System (NPDES) and Department of Energy (DOE) regulatory requirements. Therefore, to support ongoing R&D programs pertinent to its mission, LANL is in need of capabilities to efficiently treat radioactive liquid waste onsite or to transport the waste off site for treatment and/or disposal. The purpose of the EID is to provide the technical baseline information for subsequent preparation of an Environmental Impact Statement (EIS) for the RLWTF. This EID addresses the proposed action and alternatives for meeting the purpose and need for agency action.
