A new multi-agency-submission-system allows Department of Energy (DOE), Department of Defense (DoD), and Intelligence Advanced Research Projects Activity (IARPA) within the Office of the Director of National Intelligence (ODNI) researchers to submit final, peer-reviewed accepted manuscripts via a single, easy-to-use interface. This common submission interface allows researchers funded by multiple agencies to complete a single submission with required metadata and the journal article accepted manuscript, satisfying the public access requirements of all three agencies.
In 2013, the Office of Science and Technology Policy released a memorandum directing Federal agencies with more than $100 million in annual research and development (R&D) expenditures to develop plans for increasing access to the results of the research they support, specifically scholarly journal article publications and digital research data. Over the last five years, considerable progress has been achieved, and this collaboration among agencies represents an important step in streamlining researchers journal article submissions across federal agencies.
This new interface was developed by the DOE Office of Scientific and Technical Information (OSTI) and the Defense Technical Information Center (DTIC), the DoD organization serving the information needs of the defense community. The aim of this partnership is to support the needs of federally funded researchers and to accelerate scientific breakthroughs and innovation.
