This report, prepared by the California Energy Commission at the request of the Governor's Task Force on small scale hydro, is intended to assist developers of small hydroelectric projects through the state's environmental review and assessment process. The report provides information on the types of environmental impacts that may accompany small hydroelectric development at existing dams, canals, and pipelines. A significant contribution to meeting energy demand is increasingly seen by rehabilitating existing small dams and developing low-head technology, which the DOE has designated as having near-term commercial potential. Feasibility studies have provided limited information so far, but a 1977 survey by the Corps of Engineers estimated that existing dams could generate 54,600 MW. The study did not differentiate between low and high-head dams, but it is assumed that most non-generating dams would be low-head (less than 20 meters high).
