We measure the absolute branching fractions of semileptonic $D_{s}^{+}$ decays via the $e^{+} e^{-} \to D_{s}^{* +} D_{s}^{* -}$ process using $e^{+} e^{-}$ collision data corresponding to an integrated luminosity of $10.64 {fb}^{- 1}$ collected by the BESIII detector at center-of-mass energies between 4.237 and 4.699 GeV. The branching fractions are $B (D_{s}^{+} \to η e^{+} ν_{e}) = (2.35 \pm {0.11}_{stat} \pm {0.10}_{syst}) %$ , $B (D_{s}^{+} \to η^{'} e^{+} ν_{e}) = (0.82 \pm {0.09}_{stat} \pm {0.04}_{syst}) %$ , $B (D_{s}^{+} \to ϕ e^{+} ν_{e}) = (2.21 \pm {0.16}_{stat} \pm {0.11}_{syst}) %$ , $B (D_{s}^{+} \to f_{0} (980) e^{+} ν_{e}, f_{0} (980) \to π^{+} π^{-}) = (0.15 \pm {0.02}_{stat} \pm {0.01}_{syst}) %$ , $B (D_{s}^{+} \to K^{0} e^{+} ν_{e}) = (0.24 \pm 0.0 4_{stat} \pm 0.0 1_{syst}) %$ , and $B (D_{s}^{+} \to K^{* 0} e^{+} ν_{e}) = (0.19 \pm 0.0 3_{stat} \pm 0.0 1_{syst}) %$ . These results are consistent with those measured via the $e^{+} e^{-} \to D_{s}^{* \pm} D_{s}^{\mp}$ process by BESIII and CLEO. Using two-parameter series expansion, the hadronic transition form factors of $D_{s}^{+} \to η e^{+} ν_{e}$ , $D_{s}^{+} \to η^{'} e^{+} ν_{e}$ , and $D_{s}^{+} \to K^{0} e^{+} ν_{e}$ are determined to be $f_{+}^{η} (0) = 0.442 \pm 0.02 2_{stat} \pm 0.01 7_{syst}$ , $f_{+}^{η^{'}} (0) = 0.557 \pm 0.06 2_{stat} \pm 0.02 4_{syst}$ , and $f_{+}^{K^{0}} (0) = 0.677 \pm 0.09 8_{stat} \pm 0.02 3_{syst}$ .
