Volumes 1 and 2 of this report describe the NRC's methodology for assessing the potential public health and environmental impacts associated with onsite disposal of very low activity radioactive materials. This volume (Vol. 3) describes a general methodology for predicting potential groundwater contamination from onsite disposal. The methodology includes formulating a conceptual model, representing the conceptual model mathematically, estimating conservative parameters, and predicting receptor concentrations. H. RES. 453 expresses the sense of the House of Representatives with respect to the Federal policy pertaining to the disposal of low-level radioactive waste. All further site selection and related activities conducted by the States or regional compacts under the Low-Level Radioactive Waste Policy Act should be suspended until investigative oversight hearings are held.
H. R. 5477: A Bill to provide the States that are not members of interstate compacts for the disposal of low-level radioactive waste may not site low-level radioactive waste disposal facilities within 60 miles of an international border, and for other purposes. Introduced in the House of Representatives, One Hundredth First Congress, Second Session, August 3, 1990

Also applicable to all states, whether interstate compact members or not, are the following restrictions on the siting of low-level radioactive waste disposal facilities. Such facilities may not be sited: within 25 miles of the critical habitat of a species listed as endangered or threatened; within 10 miles of an area determined to be a wetland; or within 10 miles of an area of archaeological importance. The act exempts the three facilities in current operation, namely, those located at Barnwell, North Carolina; Richland, Washington; and Beatty, Nevada.
