The mission of U.S. Department of Energy’s Pu-238 Supply Project is to rebuild capability to produce ²³⁸Pu at the kilogram scale in the United States. This isotope is used by NASA to power space probes, and supply is dwindling. It was last produced in the U.S. in 1988. A conceptual design of a ²³⁸Pu supply process is described that utilizes existing processes and facilities. The design is analyzed from an industrial engineering perspective using discrete-event system simulation to determine expected production rates, bottlenecks, and the effect of process variability on the production rate. The automotive industry has advanced from craft production through mass production to lean production, which combines the advantages of craft and mass production while avoiding the high cost of the former and the rigidity of the latter. The application of lean production created the most developed form of customer/supplier relationships and achieved the highest productivity and quality in the industry. Studies have shown that productivity exceeds mass production by as much as 50% and that the associated highest level of quality is free. During this reporting period, we mainly focused on solving the disc distortion problem that was encountered in the last quarter. A slower heating rate during off-gassing was tested to reduce the HIPping can expansion. However, slight expansion still occurred. Two 6.5 inch discs were produced with many defects. One was made of H13 powder only and the other was made of H13 powder with WC inserts. It was believed that the defects were caused by the slight expansion of the HIP can during the elevated temperature off-gassing and a vacuum leak in the HIPping can.

A tungsten carbide monolithic preform was produced by Advanced Ceramics. MTU conducted various sintering tests on the preform to determine conditions for removing the organic binder and improving the mechanical properties. The originally selected parameters for sintering did not perform as anticipated and further testing is underway.

The microstructure and mechanical properties of a specimen HIPped at 1100 C under 60 ksi were examined. The examinations indicated that the proper HIPping temperature for this material should be higher than 1100 C. New recipe of monolithic material was developed and presented better extrusion homogeneity and less binder removal defects. However, cracking still occurred in specimens although very slow heating rate of 0.25 C/min for binder burnout was used.
