More efficient use of energy resources can be promoted by various regulatory means, i.e., taxation, subsidies, and pricing. Various incentives can be provided by income and revenue tax breaks-deductible energy audit fees, energy saving investment credits, breaks for energy saving entrepreneurs, and energy savings accounts run through utility accounts. Target efficiency of lifeline electricity pricing and other energy subsidy programs: a survey-based policy analysis

This dissertation evaluates three types of subsidy programs designed to aid low-income residential electricity customers. The three programs are a lifeline rate system, which extends a lifeline of 450 kWh per month of low-cost electricity to consumers for essential uses: a payments to suppliers program; and a price discount program. Using a telephone survey of nine hundred District of Columbia residents, the study employs a path analysis, calculations of income elasticities, and estimates of the number of poor and nonpoor customers consuming above and below the lifeline breakpoint to evaluate the horizontal and vertical equity of the three programs. Numerous countries use taxpayer funds to subsidize residential electricity for a variety of socioeconomic objectives. These subsidies lower the value of energy efficiency to the consumer while raising it for the government. Further, while it would be especially helpful to have stringent Minimum Energy Performance Standards (MEPS) for appliances and buildings in this environment, they are hard to strengthen without imposing a cost on ratepayers. Benefits of stimulating geothermal energy development with tax and research subsidies

A technique is demonstrated for evaluating benefits of subsidies and examples are given for using it to determine the cost-benefit ratio. Examples use two preferential tax treatments as opposed to direct research grants for the high-temperature, low-salinity hydrothermal resources. Results are compared and some conclusions are given.
