A method of forecasting the heat-sensitive portion of electrical demand and energy utilizing a summer weather-load model and taking into account probability variation of weather factors is discussed. Alabama Electric cooperative`s (AEC) load forecasting process has historically been based on long-term econometric energy sales forecasts, with peak demand being forecast through load factor and coincidence factor analysis. The adequacy of this approach was brought into question after extreme weather conditions in the winter of 1989 and the summer of 1992 resulted in peak demands that exceeded the forecasts. In a typical Ohio utility system, industrial load is the largest, most concentrated component of total demand and consumption. The total impact of moving large parts of system load should be evaluated prior to attempting to implement major load management techniques. Using existing time-of-day metering capability and the software developed during this stage of the project, the Demand Management Model was built to determine the impact of those changes on total system load and costs. In the analysis of various load management scenarios, it is important to recognize the effects of the particular loads being controlled on the power system. This paper presents a physically-motivated model of the demand of a group of air conditioners as a function of the outside temperature, the average building and air conditioning system parameters, and the average thermostat setting. The model shows the payback effect and the results of changing thermostat settings and building insulation levels.
