Description/Abstract:
According to his view and I am now quoting him: "One can only declassify this device in good conscience if he sincerely believes that the Russians are so naive as not to recognize an external initiator if it is labeled in some other way. If this device will increase our potential stockpile of fissionable material by a factor X, it will do the same for the Russians. This is too serious a matter to be influenced by the possible benefit the declassification will have on some unknown physicists who might want to measure cross-sections in unclassified fields.
