Description/Abstract:
I appreciate your letter of October 23rd on the initiator ("OSDA") question and your comments. Of course, I do not agree with the UCRL consensus on this, although I must admit my arguments could be stronger. Declassification of any neutron source possibly adaptable to weapon use is admittedly a difficult step to take in the face of the Soviet menace. nevertheless, in the present instance I do not believe declassification will have an adverse effect on our security.
