Description/Abstract:
The major elements of the Soviet Union's nuclear weapons development program have a level of support that is larger than the comparable components of the U.S. program. This statement is supported both by the indicators discussed in this paper and by other intelligence sources. An outstanding example of this fact is found in a comparsion of U.S. and Soviet nuclear test activities.
