MEMORANDUM FROM PHIL GARON, OFFICE OF PUBLIC AFFAIRS, ERDA, TO DR. J. L. LIVERMAN, AES - GTN. MR. GARON IS INFORMING DR. LIVERMAN OF THE SEATTLE NEWSPAPER STORY ON THE TESTICULAR IRRADIATION EXPERIMENTS DONE ON PRISONERS AT WASHINGTON STATE. THE PRINCIPAL INVESTIGATOR OF THE EXPERIMENTS ON THE PRISONERS IS DR. C. ALVIN PAULSEN, WHO IS QUOTED IN THE NEWSPAPER AS SAYING THAT 8 OF THE 60 IRRADIATED PRISONERS IN WASHINGTON DECLINED AND DIDN'T RECEIVE A VASECTOMY. MR. GARON MADE IT KNOWN IN HIS MEMO TO DR LIVERMAN THAT HE WAS UNABLE TO CONTACT DR. PAULSEN TO CONFIRM HIS STORY.
