PLUTONIUM IN MAN IN WWII AEC 5/13/74 JLL. REPORT ON THE RESULTS OF THE INQUIRY WHICH THE COMMISSION DIRECTED TO UNDERTAKE ON THE QUESTION OF WHETHER INFORMED CONSENT HAD BEEN OBTAINED FROM PATIENTS WHO WERE EXAMINED IN 1973 BY AEC CONTRACTORS TO DETERMINE THEIR CURRENT BODY BURDENS OF PLUTONIUM WHICH HAD BEEN INJECTED IN THE 1945-47 TIME PERIOD. ALSO REQUESTED BY THE COMMISSION WAS TO FIND AVAILABLE INFORMATION CONCERNING WHETHER DISCLOSURE HAD BEEN MADE TO THE ORIGINAL 18 PATIENTS AT THE TIME OF THESE INJECTIONS WHICH WERE MADE LARGELY DURING THE MANHATTAN ENGINEERING DISTRICT DAYS. IN SUMMARY IT APPEARS ON THE BASIS OF THE BEST EVIDENCE ACCUMULATED TO DATE THAT THE BOX-SCORE OF THE 18 IS 1 DEFINITELY INFORMED, PERHAPS DISCLOSURE WAS MADE TO 16 ADDITIONAL ONES; 1 WAS DEFINITELY NOT INFORMED. THE 19TH REMAINS AN OPEN AND PERHAPS UNANSWERABLE QUESTION. AS FOR THE ISSUE OF WHETHER DISCLOSURE OR INFORMED CONSENT WAS OBTAINED FROM THE 3 LIVING PATIENTS EXAMINED IN 1973, THE ANSWER IS NO. THIS ANSWER IS ALSO CONFIRMED BY THE MEDICAL COMMITTEE OF ANL WHO REVIEWED THE MATTER AGAIN THIS SPRING.
