LETTER TO FILES FROM JAMES L. LIVERMAN, RE: PROPOSED PROGRAM REGARDING PERSONS INJECTED WITH PLUTONIUM 1945-47. THE ENCLOSED MEMORANDUM WAS USED AS A BASIS FOR DISCUSSION AT THE COMMISSION EXECUTIVE SESSION OF APRIL 1, 1974. DBER AND CONTRACTOR PHYSICIANS TOGETHER WILL INFORM ATTENDING PHYSICIANS OF THE NEED FOR DISCLOSURE TO SURVIVING PATIENTS AND FAMILY OF EXHUMED. THE QUESTIONS OF AN OUTSIDE COMMITTEE REVIEW OF THE INSPECTION REPORT AND THE MANNER OF INFORMING THE ESTATES OF DECEASED PATIENTS WERE DEFERRED PENDING COMPLETION OF THE INSPECTION REPORT.
