SPEECH ON PLUTONIUM IN MAN IN WWII AEC 5/13/74 JLL. UNKNOWN PERSON STATING THEY ARE PRESENT TO REPORT ON RESULTS OF INQUIRY OF WHETHER INFORMED CONSENT HAD BEEN OBTAINED FROM PATIENTS WHO WERE EXAMINED IN 1973 BY AEC CONTRACTORS TO DETERMINE THEIR CURRENT BODY BURDENS OF PLUTONIUM WHICH HAD BEEN INJECTED IN THE 1945-47 TIME PERIOD. THE COMMISSION ALSO DIRECTED SPEAKER TO ACCUMULATE AVAILABLE INFORMATION CONCERNING WHETHER DISCLOSURE HAD BEEN MADE TO THE ORIGINAL 18 PATIENTS AT THE TIME OF INJECTIONS WHICH WERE LARGELY DURING THE MANHATTAN ENGINEERING DISTRICT DAYS. ON THE BEST EVIDENCE ACCUMULATED TO DATE, THE BOX-SCORE OF THE 18 IS 1 WAS DEFINITELY INFORMED, PERHAPS DISCLOSURE WAS MADE TO 16 ADDITIONAL ONES, 1 WAS DEFINITELY NOT INFORMED. THE 19TH REMAINS AN OPEN AND PERHAPS UNANSWERABLE QUESTION. ILLEGIBLE SENTENCE. OBTAINED FROM THE 3 LIVING PATIENTS EXAMINED IN 1973 THE ANSWER IS DEFINITELY NO.
