THE ETHICS OF DIVULGING PERSONAL MEDICAL FILES OF PATIENTS IS CONSIDERED. RESPONSIBILITY SHOULD BE TAKEN TO ENSURE THAT MEDICAL INFORMATION SHOULD BE COMMUNICATED ONLY TO MEDICAL RESEARCH WORKERS IN THE INTERESTS OF THE HEALTH OF THE PUBLIC, AND SUCH COMMUNICATED INFORMATION WILL NOT HARM THE INDIVIDUALS INTERESTS. SURVEYS MAY BE UNDERTAKEN ON "TOTAL" POPULATIONS OR ON SAMPLES SELECTED FROM PUBLIC RECORDS.
