THIS IS A SINGLE-PAGE TYPEWRITTEN MEMORANDUM TO FILES FROM JAMES L. LIVERMAN, DIRECTOR OF AEC, DIVISION OF BIOMEDICAL AND ENVIRONMENTAL RESEARCH (DBER), ENTITLED, "PLUTONIUM INJECTION INVESTIGATION," AND DATED APRIL 1, 1974. A CC: COPY WAS DESIGNATED FOR SIDNEY MARKS. THE MEMORANDUM DETAILS A DISCUSS OF THE PLUTONIUM INJECTION INVESTIGATION BETWEEN DR. LIVERMAN AND THE MANAGER OF THE CHICAGO OPERATIONS OFFICE. IT WAS DECIDED THAT A LETTER SHOULD BE SENT FROM HEADQUARTERS TO THE MANAGER OF THE CHICAGO OPERATIONS OFFICE WHO ADMINISTERS THE ARGONNE CONTRACT (AT ANL). THE MANAGER WOULD INSTRUCT THE MANAGEMENT OF THE LABORATORY HOW TO PROCEED IN ORDER TO COMPLY THE HEADQUARTERS INSTRUCTIONS. ALSO, DR. LIVERMAN DOCUMENTS A TELEPHONE CONVERSATION WITH DR. ROBERT SACHS, DIRECTOR OF ANL CONCERNING THE GENERAL PARAMETERS OF THE STUDY (OR INVESTIGATION) AND THE STEPS THAT AEC THOUGHT WOULD BE NECESSARY IN ORDER FOR ANL TO COMPLY WITH THE DHEW (U.S. DEPARTMENT OF HEALTH, EDUCATION AND WELFARE) GUIDELINES FOR HUMAN USE (OF HAZARDOUS OF RADIOACTIVE MATERIALS). DR. SACHS WILL AWAIT A FORMAL LETTER BEFORE HE TAKES OFFICIAL STEPS ON THIS MATTER.
