Description/Abstract:
THIS IS A FIVE-PAGE TYPEWRITTEN DOCUMENT COMPRISED OF FOUR DIFFERENT ITEMS THAT APPEAR TO HAVE BEEN SENT AS A SINGLE UNIT FROM SID (MARKS OF AEC DBER) TO JIM (LIVERMAN, DIRECTOR OF DBER). THE FIRST ITEM (PAGE 0000240) IS A TYPEWRITTEN NOTE FROM SID TO JIM ON AEC LETTERHEAD, DATED JULY 3, 1974, INDICATING THAT THE ATTACHED MATERIAL IS TO BRING JIM UP TO DATE WITH "THE LATEST IN GERMANTOWN." THE SECOND ITEM (STARTING ON PAGE 0000241) IS ENTITLED, "STATUS REPORT RE PLUTONIUM INJECTIONS." NO DATE OR AUTHOR ARE INDICATED. A TOTAL OF 11 POINTS ARE LISTED REGARDING THE CURRENT STATUS OF THE INQUIRY INTO THE PLUTONIUM INJECTION EXPERIMENTS. THEY INCLUDE: 1. ROWLAND'S GROUP (FROM ARGONNE'S CENTER FOR HUMAN RADIOBIOLOGY) ARE SCHEDULED TO PRESENT PAPERS AT THE SEATTLE MEETING ON JULY 15 AND 16. 2. THE NEED TO SELECT A HIGH-LEVEL DIVISION SPOKESPERSON FOR ANY PRESS CONFERENCE AT THE SEATTLE MEETING. 3. DR. LIVERMAN IS TO CONTACT THE PRESIDENTS OF THE UNIVERSITY OF CHICAGO AND UNIVERSITY OF CALIFORNIA TO GIVE THEM BACKGROUND MATERIAL FOR THEIR RESPECTIVE PRESS RELEASES. (HANDWRITTEN NOTE INDICATES THIS WAS DONE.) 4. BRIEF JCAE. 5. DISCUSSING GETTING THE UNIVERSITY OF ROCHESTER'S CONSENT FORMS WAS COMPLETED. 6. FINAL TOUCHES ARE BEING PUT ON THE REPORT OF THE AEC INQUIRY INTO THE PLUTONIUM INJECTION EXPERIMENTS. 7. THE PHYSICIAN OF THE TEXAS PATIENT HAS DISCLOSED INFORMATION ABOUT THE INJECTION TO HIM. THE SUBJECT REMEMBERED THE INJECTION, BUT DID NOT KNOW ITS NATURE AND WAS NOT CONCERNED ABOUT THE MATTER. 8. THE ROCHESTER PATIENTS ARE TO BE NOTIFIED AFTER THE CONSENT FORMS ARE APPROVED. 9. THE ANL HUMAN USE COMMITTEE APPROVED CONTINUATION OF THE OF THE EXHUMATION PROGRAM. 10. THE NEED TO WORK ON THE MANNER OF NOTIFICATION OF NEXT OF KIN OF EXHUMED PATIENTS. 11. WITH CONTINUATION OF EXHUMATION PROGRAM, PROCEDURES NEED TO BE WORKED OUT CLOSELY WITH OGC (OFFICE OF GENERAL COUNSEL). THE THIRD ITEM (STARTING ON PAGE 0000243) APPEARS TO BE TWO PAGES OF A MEETING AGENDA FOR THE DATES JULY 15 AND JULY 16. THE TWO SESSIONS INCLUDED ARE ENTITLED, "DOSIMETRY AND EFFECTS OF RADIONUCLIDES DEPOSITED IN BONE," AND "EFFECTS, METABOLISM, AND DOSIMETRY OF INTERNALLY DEPOSITED RADIONUCLIDES." THIS IS PROBABLY THE SCIENTIFIC MEETING ALLUDED TO IN THE SECOND ITEM OF THIS DOCUMENT. THE FOURTH ITEM (PAGE 0000245) IS A SINGLE-PAGE, TYPEWRITTEN MEMORANDUM FROM R.J.M. FRY, BIOLOGY AND MEDICAL RESEARCH DIVISION TO A.F. STEHNEY, RADIOLOGICAL AND ENVIRONMENTAL RESEARCH DIVISION ENTITLED, "A PROPOSAL TO EXHUME THE REMAINS OF CERTAIN INDIVIDUALS WHO RECEIVED INJECTIONS OF PLUTONIUM." IT IS NOTED THIS WAS DICTATED BY PHONE ON JULY 3, 1974. THIS DOCUMENT WAS ALLUDED TO IN THE SECOND ITEM OF THIS DOCUMENT. IT STATES: "THE REVIEW COMMITTEE FOR RESEARCH PROJECTS INVOLVING HUMAN SUBJECTS MET, AS YOU KNOW, ON MONDAY, JUNE 24, 1974, AND CONSIDERED THE PROPOSAL SUBMITTED BY THE CENTER FOR HUMAN RADIOBIOLOGY. THE PROPOSAL WAS APPROVED. THE COMMITTEE WISHES TO SUGGEST THAT THE SECTION ABOUT THE BENEFITS TO SOCIETY THAT MAY ACCRUE FROM THESE STUDIES BE REWRITTEN. THE COMMITTEE FELT THAT A STATEMENT CONSONANT WITH THE ORAL PRESENTATION MADE TO THE COMMITTEE WOULD BE USEFUL FOR THE RECORDS. IF RECENT HISTORY IS ANY GUIDE, RECORDS CONCERNING THE PU INVESTIGATIONS MAY WELL BECOME OF INTEREST.
