THIS IS A TWO-PAGE HANDWRITTEN DOCUMENT, DATED JANUARY 13, 1975. NO AUTHOR IS IDENTIFIED. THE NOTE AT THE TOP OF THE FIRST PAGE INDICATES THAT THIS MAY HAVE BEEN NOTES OF A TELECOMMUNICATION WITH DON HESS. A FEMALE PATIENT OF DR. TAYLOR (NAME REDACTED) WAS FOUND TO HAVE DIED ABOUT A MONTH AGO. THIS DEATH "...WAS DISCOVERED IN THE COURSE OF PROVIDING URINE SPECIMENS TO ROWLAND DURING A ROUTINE EXAMINATION." IT DOES NOT ALLUDE TO WHO WAS GIVING THE URINE SPECIMEN, THE AUTHOR OR THE FEMALE PATIENT. THE PATIENT HAD NOT BEEN INFORMED OF HER (PLUTONIUM) INJECTION DUE TO HER STATE OF HEALTH. THIS "...FAILURE TO INFORM WAS APPROVED BY THE UNIVERSITY (OF ROCHESTER) COMMITTEE ON INVESTIGATIONS INVOLVING HUMAN SUBJECTS. A LETTER TO THAT EFFECT FROM ALASTAIR J. GILLIES TO (ILLEGIBLE) ORBISON IS IN THE FILES. THE COMMITTEE ALSO ADVISED THAT SHE BE EXCLUDED FROM FURTHER STUDIES." "DR. ROWLAND RECENTLY APPROACHED THE UNIVERSITY OF ROCHESTER TO SEEK THEIR COOPERATION OR CONCURRENCE IN ARRANGING FOR PERMISSION FOR EXHUMATION. THE UNIVERSITY IS RELUCTANT TO HAVE AN EXHUMATION PERFORMED UNTIL ALL THE PATIENTS HAVE DIED. THE FOLLOWING RELEVANT CONSIDERATIONS WERE GIVEN: 1. THE FAMILY OF (REDACTED) IS UNAWARE OF THE INJECTIONS. 2. THE SON OF ONE OF THE TWO PATIENTS WHO WAS INFORMED EXPRESSED SOME INTEREST IN OBTAINING THE SERVICES OF A LAWYER IN CONNECTION WITH THIS MATTER ALTHOUGH NOTHING HAS BEEN HEARD SUBSEQUENTLY ABOUT SUCH AN ACTION. 3. THERE HAS BEEN CONSIDERABLE PUBLICITY ABOUT PLUTONIUM IN THE ROCHESTER AREA BECAUSE OF THE FOLLOWING: A. RECENT PREVENTION OF TRANSSHIPMENT OF PLUTONIUM THROUGH N.Y.C. (NEW YORK CITY) TO ROCHESTER GAS & ELECTRIC CO. B. SOME DIFFICULTIES IN WASTE DISPOSAL BY ROCHESTER GAS & ELECTRIC WITH ATTENDANT PUBLICITY."
