THIS IS A SEVEN-PAGE DOCUMENT, DATED APRIL 24, 1974, AS A COLLECTION OF FIVE ITEMS RELATED TO INQUIRIES ON HOW TO PROCEED WITH THE PUBLIC ANNOUNCEMENT/DRAFT PRESS RELEASE REGARDING THE PLUTONIUM INJECTIONS STUDIES. THE FIRST ITEM (PAGE 0000183) IS A TYPEWRITTEN NOTE, ON AEC LETTERHEAD, FROM JOHN A. HARRIS, DIRECTOR OF THE OFFICE OF INFORMATION SERVICES, TO JOHN WHITNAH. THE NOTE IS A REQUEST TO PROCEED WITH OBTAINING APPROVAL FROM THE GENERAL MANAGER AND THE COMMISSIONERS TO GIVE THE ATTACHED INFORMATION AS A PRESS RELEASE. THE SECOND ITEM (PAGE 0000184) IS A TYPEWRITTEN NOTE, ON FORM GPO-908-327, "OFFICE OF THE GENERAL MANAGER," FROM JOHN WHITNAH, ASST. TO THE AGMB, TO JOHN HARRIS, DIR. OIS, AND STEVE GREENLEIGH, OGC. THE NOTES STATES THAT "DR. LIVERMAN WOULD LIKE YOUR REVIEW OF THE ATTACHED." THE THIRD ITEM (PAGE 0000185) IS A TYPEWRITTEN LETTER, ON AEC LETTERHEAD, FROM DR. L. KORNFELD TO DR. LIVERMAN, STATING THAT "THE PRESS RELEASE YOU WANTED REVIEWED IS ALTOGETHER UNACCEPTABLE. I HAVE REWRITTEN IT, RETAINING THE INTENT OF THE ORIGINAL VERSION AS MUCH AS POSSIBLE." IT ALSO IS STATED THAT ENCLOSED IS A "FACT SHEET" WHICH SUMMARIZES THE PLUTONIUM STUDIES IN MAN AND SUPPLEMENTAL INFORMATION WHICH CONSISTS OF ARTICLES BY DURBIN, LANGHAM, STONE, AND BAIR. HANDWRITTEN NOTES TO WHITNAH ON THIS LETTER SUGGEST THE ORDER IN WHICH APPROVAL SHOULD BE OBTAINED. THE FOURTH ITEM (STARTING ON PAGE 0000186) IS A DRAFT DOCUMENT, DBER VERSION APRIL 17, 1974, ENTITLED, "RESPONSE TO QUERY ON PLUTONIUM INJECTION STUDY". THIS DOCUMENT PROVIDES A BRIEF, TWO-PAGE SUMMARY OF THE PLUTONIUM INJECTION STUDIES, THE 1973-74 FOLLOW-UP STUDIES, AND THE ANNOUNCEMENT OF THE INQUIRY BEING CONDUCTED BY AEC STAFF WHICH "..SEEKS TO ESTABLISH THE CIRCUMSTANCES UNDER WHICH THIS STUDY WAS DONE, INCLUDING WHETHER ANY OF THE 18 PATIENTS OR THEIR NEXT OF KIN WERE INFORMED ABOUT THE NATURE AND PURPOSE OF THE INJECTIONS AT THE TIME THEY WERE GIVEN OR WHEN THE RECENT FOLLOW-UP STUDIES WERE UNDERTAKEN. POLICY GUIDELINES FOR THE CONDUCT OF MEDICAL EXAMINATION ON HUMANS AND THE CONCEPT OF INFORMED CONSENT WERE NOT CLEARLY FORMULATED UNTIL 1969. SUBSEQUENTLY, THE AEC INSTITUTED THE REQUIREMENT THAT ITS CONTRACTORS ADHERE TO THE 1969 GUIDELINES OF THE NATIONAL INSTITUTES OF HEALTH. MORE RECENTLY, THE REVISED POLICY OF THE DEPARTMENT OF HEALTH, EDUCATION AND WELFARE, AS DESCRIBED IN DHEW PUBLICATION NO. (NIH) 72-102, DATED DECEMBER 1, 1971, HAS BEEN ADOPTED." THE FIFTH ITEM (STARTING ON PAGE 188) IS A TWO TYPEWRITTEN PAGE SUMMARY OF "PLUTONIUM STUDIES IN MAN." THIS ITEM PROVIDES A DETAILED DESCRIPTION OF THE PLUTONIUM INJECTION STUDIES.
