Description/Abstract:
THESE TWO PAGES ARE TYPEWRITTEN NOTES BY AN UNIDENTIFIED AUTHOR ENTITLED, "PROPOSED PROGRAM RE: PERSONS INJECTED WITH PLUTONIUM 1945-47", AND NO DATE IS GIVEN. THREE MAJOR ITEMS ARE LISTED: (A) ACTIONS TO BE INITIATED IMMEDIATELY AND COMPLETED WITHIN THREE WEEKS; (B) ACTIONS TO BE INITIATED IMMEDIATELY AND COMPLETED WITHIN SIX WEEKS; AND (C) ACTIONS TO BE TAKEN DURING THE NEXT SEVEN WEEKS. THE FIRST ITEM PROVIDES DETAILS ON HOW THE AEC BER (DIVISION OF BIOMEDICAL AND ENVIRONMENTAL RESEARCH) STAFF WILL INFORM ATTENDING PHYSICIANS OF 4 SURVIVING PATIENTS AND THE FAMILY OF THE EXHUMED DECEASED PATIENT OF THE NEED FOR DISCLOSURE. THE ATTENDING PHYSICIAN WILL DETERMINE HOW DISCLOSURE SHOULD BE DONE AND TO WHOM IT SHOULD BE GIVEN. THE DIRECTOR OF BER SHALL INFORM THE DIRECTORS OF THE INVOLVED INSTITUTIONS THAT FUTURE STUDIES OF THESE SUBJECTS REQUIRES REVIEW BY THEIR INSTITUTIONAL REVIEW COMMITTEES. AND, THE AEC WILL SEEK TO DISCOVER ALL AVAILABLE INFORMATION REGARDING THE MATTER. THE SPECIFICS OF HOW THE INQUIRY IS TO BE CONDUCTED ARE GIVEN. THE SECOND ITEM DESCRIBES THE PROCESS PROPOSED FOR OUTSIDE ("DISINTERESTED MEDICAL SCIENTISTS") REVIEW OF THE BER-INSPECTION DIVISION REPORT. A COMMITTEE IS COMMISSIONED TO PREPARE A REPORT SUITABLE FOR PUBLIC RELEASE. THE THIRD ITEM STATES THAT A PUBLIC STATEMENT OF DISCLOSURE WILL BE ISSUED BY THE COMMISSION UPON COMPLETION OF THE COMMITTEE REPORT. AND, THE ESTATES OF DECEASED PATIENTS SHALL BE INFORMED OF THE NATURE OF THE INJECTIONS AND STUDIES CONDUCTED ON THE PATIENTS BY THE OFFICE OF THE GENERAL COUNSEL.
