THIS TYPEWRITTEN BUT INFORMAL NOTE IS ON ATOMIC ENERGY COMMISSION (AEC) NOTEPAPER. THE NOTE, FROM SID TO JIM, COULD BE FROM SID MARKS, A PERSON INVESTIGATING THE PLUTONIUM INJECTIONS FOR THE AEC, TO JIM LIVERMAN, DIRECTOR OF THE AEC DIVISION OF BIOLOGICAL AND ENVIRONMENTAL RESEARCH. THE DOCUMENT HAS A HANDWRITTEN ANNOTATION "NOTES TO LIVERMAN." THE TEXT OF THE NOTE IS GIVEN BELOW. ITEM NUMBER SIX IS OF NOTE. MARCH 29, 1974, "JIM: THE ENCLOSED IS INTENDED TO CONFORM TO SOME OF THE COMMISSION THINKING AND ROWDEN'S SUGGESTION IN A MEETING I HAD WITH HIM YESTERDAY. 1. THE COMMISSION SEEMS TO BE ANXIOUS TO DEAL DIRECTLY WITH THE PHYSICIANS AND NOT INVOLVE ARGONNE. THIS MAY REPRESENT DISAFFECTION WITH ARGONNE. 2. ROWDEN WANTED THE WHOLE RANGE OF ACTIONS COVERED IN THE PLAN, WHICH, I BELIEVE, HE WANTS TO GO TO THE COMMISSION FOR APPROVAL. 3. I FORGOT TO MENTION THAT THE COMMISSION PLANS TO MEET WITH JCAE SOON TO LET THEM KNOW ABOUT THE PROBLEM IN CLOSED SESSION WITHOUT WRITTEN COMMUNICATION. 4. AT 11 A.M. TODAY, YOU AND I WILL MEET WITH ROWDEN, SCHUR, GREENLEIGH AND A MEMBER OF ROWDEN'S LITIGATION GROUP THAT HAS BEEN ASSIGNED TO THE PROJECT. DO YOU WANT ANYONE ELSE FROM DBER TO ATTEND THAT MEETING? 5. I DON'T THINK THAT THE COMMISSION HAS ANY GRASP OF THE AEC'S INVOLVEMENT IN THE MATTER IN THE SENSE OF THEIR STAFF, ADVISORY COMMITTEE AND COMMISSION (1972 AND POSSIBLE 1948) KNOWLEDGE OF THE INJECTIONS. THEY MAY NEED ACCESS TO OUR BRIEFING DOCUMENTS PLUS. 6. LOUIS HEMPELMANN HAS COME UP WITH TWO ADDITIONAL FATALLY ILL PATIENTS WHO WERE INJECTION CASES. AT THE MEETING, MAY WE RAISE THE QUESTION OF INCLUDING EVERYTHING WE DISCOVER?"
