THIS COLLECTION OF DOCUMENTS LOOKS LIKE A HANDOUT PACKAGE FOR THE ATTENDEES AT AN ATOMIC ENERGY COMMISSIONERS' MEETING PRESUMABLY ON MAY 28, 1974. MANY OF THE PAGES CONTAIN HANDWRITTEN UNDERLINING AND MINOR ANNOTATIONS. THERE ARE NO MARKS OR OTHER INDICATIONS OF WHO IS THE AUTHOR OF THE DOCUMENT OR THE ANNOTATIONS OR HOW THE COLLECTION OF DOCUMENTS CAME TO BE IN THE DOE-CHICAGO CENTER FOR HUMAN RADIOBIOLOGY COLLECTION OF DOCUMENTS. THE DOCUMENTS DO HAVE INFORMATION ABOUT INFORMED CONSENT AND THE FOLLOW-UP OF THE PLUTONIUM PATIENTS. THE FIRST DOCUMENT IS TITLED "FOR THE COMMISSION MEETING ON PLUTONIUM INJECTEES" AND DATED MAY 28, 1974. THE ITEMS NUMBERED BELOW ARE LISTED AS TABS ON THE FIRST SHEET AND ARE AN INVENTORY OF THE REMAINING CONTENTS OF THE FOLDER. 1. SUMMARY LISTING OF RECOMMENDATIONS FROM THE STAFF STUDY OF PLUTONIUM INJECTEES. NOTED ARE THE MAY 15, 1974 COMMITTEE ACTIONS TAKEN AND THE MAY 28, 1974 ACTION. ELEVEN ITEMS IN AN AGENDA OR ACTION ITEM LIST. THE ITEMS ARE IN VARYING DEGREES OF COMPLETION. 2. SUMMARY REPORT OF STUDY, ENTITLED "PATIENTS INJECTED WITH PLUTONIUM", WITH RECOMMENDATIONS PASSED OUT AT MEETING OF MAY 14. TWO PAGES OF NUMBERED PARAGRAPHS GIVING EXPLANATION OF THE ITEMS 1 TO 10 IN THE LIST DESCRIBED ABOVE AND ONE PAGE CONTAINING A TABLE OF THE STATUS OF DISCLOSURE TO 18 PLUTONIUM PATIENTS AND ONE AMERICIUM PATIENT. FROM THE TABLE ENTITLED, "INQUIRY FINDINGS CONCERNING DISCLOSURE TO PATIENTS", THE DISPOSITION OF DISCLOSURES TO 12 ROCHESTER PATIENTS IS UNKNOWN; 1 OAK RIDGE PATIENT HAD NO DISCLOSURE; 3 CHICAGO PATIENTS HAD PROBABLE DISCLOSURE WITH WITNESSES; OF 3 SAN FRANCISCO PATIENTS, 2 HAD PRESUMPTIVE LIMITED DISCLOSURE AND 1 HAD DISCLOSURE WITH SIGNATURES OF WITNESSES; AND 1 SAN FRANCISCO AMERICIUM PATIENT'S DISCLOSURE WAS UNKNOWN. 3. SUMMARY REPORT OF ACTIONS TAKEN SINCE MAY 14 MEETING, WITH RECOMMENDATIONS, ENTITLED, "PATIENTS INJECTED WITH PLUTONIUM (DRAFT REPORT OF 5-24-74)". FIVE PAGES OF NUMBERED PARAGRAPHS CORRESPONDING TO ITEMS 1 TO 10 ON THE AGENDA. 4. DRAFT REPORT OF SPECIAL AD-HOC COMMITTEE ON EXHUMATION STUDIES. THIS THREE PAGE DOCUMENT LISTS THE FOUR MEMBERS OF THE COMMITTEE AND SUMMARIZES THEIR THINKING AT THE TIME REGARDING EVALUATION OF THE SCIENTIFIC MERIT OF A PROPOSED PROGRAM TO EXHUME BODIES OF PERSONS INJECTED WITH PLUTONIUM BETWEEN 1945 AND 1947. THE REPORT STARTS WITH A DISCLAIMER THAT SAYS IT IS ONLY TO BE AN EVALUATION OF THE SCIENTIFIC MERIT. IT DOES NOT ADDRESS ETHICAL, MEDICAL OR PUBLIC OPINION ASPECTS BUT DOES ACKNOWLEDGE THEIR EXISTENCE. IT WAS THE UNANIMOUS OPINION THAT "THE PROPOSED PROGRAM OF EXHUMATION PROCEED IN AN ORDERLY MANNER." REASONS FOR PROCEEDING ARE GIVEN. LIMITATIONS ON THE QUANTITY AND USEFULNESS OF THE DATA ARE DISCUSSED. 5. REVISED "RESPONSE TO QUERY" REVISED TO REFLECT CURRENT STATUS, BUT NOT YET APPROVED. THIS IS A FOUR PAGE DOCUMENT CONTAINING A COVER MEMO ENTITLED, "COMMISSIONER ACTION" AND "OFFICIAL USE ONLY", DATED MAY 8, 1974, AND THREE PAGES CONTAINING TEXT SIMILAR TO A PRESS RELEASE; THE LATTER CONTAINS CORRECTIONS. 6. BOOK REVIEW OF "RADIOBIOLOGY OF PLUTONIUM" BY P. J. LINDOP. THIS ONE PAGE DOCUMENT IS A CONTEMPORARY BOOK REVIEW THAT BOTH PRAISES AND CRITICIZES THE STUDY OF "TERMINAL PATIENTS" FROM 1944-47.
