THIS TWO PAGE TYPEWRITTEN DOCUMENT IS A DRAFT OF NOTES (NO INITIALS GIVEN) FROM AN INTERVIEW BY THE AUTHOR AND MR. MIAZGA WITH DR. LEON O. JACOBSON, AND TWO OF HIS ASSISTANTS, AT THE UNIVERSITY OF CHICAGO MEDICAL SCHOOL ON APRIL 16, 1974. DR. JACOBSON WAS DEPUTY DIRECTOR OF THE HEALTH DIVISION OF THE METALLURGICAL LABORATORY AND, FOR A BRIEF PERIOD, HE HAD SERVED AS DIRECTOR. WHEN ASKED ABOUT THE INJECTING OF PLUTONIUM INTO PEOPLE AT THE UNIVERSITY OF CHICAGO, HE STATED REPEATEDLY THAT HE KNEW "VERY LITTLE ABOUT IT, NEXT TO NOTHING". HE VOLUNTEERED THE INFORMATION THAT DR. J. GARROTT ALLEN (NOT AT STANFORD UNIVERSITY) WAS THE ONLY CLEARED CLINICIAN ON THE SURGICAL WARD WHERE THE INJECTIONS WERE LIKELY TO HAVE TAKEN PLACE, AND HE WOULD BE MORE LIKELY TO HAVE KNOWN SOMETHING ABOUT THOSE PATIENTS. WHEN ASKED ABOUT INFORMED CONSENT OR PATIENT DISCLOSURE, DR. JACOBSON STATED HE THOUGHT DISCLOSURE OF SOME FORM WOULD HAVE TAKEN PLACE, BUT HE HAD NO DIRECT INFORMATION THAT SUCH DISCLOSURE DID, IN FACT, OCCUR WITH THOSE PARTICULAR PATIENTS. DISCUSSION WAS PRESENTED RELATED TO A HOSPITAL RECORD OR CASE NUMBER FOR A BILLINGS HOSPITAL PATIENT (CHI-3) THAT COULD NOT BE FOUND. WHEN ASKED ABOUT THE AVAILABILITY OF RECORDS ON THE FIRST TWO CHICAGO PATIENTS, THE INTERVIEWERS WERE TOLD THEY WERE IN STORAGE AND "WERE DISCOURAGED FROM" LOOKING AT RECORDS ON THESE TWO CHICAGO PATIENTS. FROM THE TONE OF THE NOTES, IT IS PRESUMED THAT THE INTERVIEWERS DID NOT BELIEVE JACOBSON WAS TELLING THE WHOLE TRUTH. THE DOCUMENT PROVIDES NO INFORMATION ABOUT INFORMED CONSENT.
