THIS TWO PAGE DOCUMENT IS A TYPEWRITTEN DRAFT OF W H WEYSEN'S NOTES, WITH EDITING MARKS, OF AN INTERVIEW WITH EDWIN R. RUSSELL, SAVANNAH RIVER PLANT, APRIL 23, 1974. AT THE TIME OF THE HUMAN PLUTONIUM EXPERIMENTS IN CHICAGO, MR. RUSSELL WAS A CHEMIST EMPLOYED BY THE METALLURGICAL LABORATORY OF THE MANHATTAN ENGINEERING DISTRICT (MED). HE COLLABORATED WITH DR. LEON JACOBSON WHO WAS IN CHARGE OF ROUTINE HEMATOLOGICAL SURVEILLANCE OF MED EMPLOYEES. HE PREPARED THE PLUTONIUM SOLUTIONS FOR THE INJECTIONS. BEFORE AN INJECTION HE AND A NURSE WOULD WITNESS THAT THE PATIENT WAS INFORMED THAT A RADIOACTIVE SUBSTANCE WOULD BE INJECTED. HE SAID IT WAS EXPLAINED TO THE PATIENTS THAT THE INJECTION WAS NOT NECESSARILY TO BENEFIT THEM BUT MIGHT HELP OTHERS. RUSSELL SAID THAT DR. JACOBSON HAD INSTRUCTED HIM NOT TO PUT ALL THE INFORMATION IN CLASSIFIED DOCUMENTS "SO THAT IN CASE OF LEGAL ACTION SOME INFORMATION WOULD BE AVAILABLE TO THOSE INVOLVED." RUSSELL SHOWED THE PRIVATE NOTEBOOKS KEPT AT THE TIME BUT THEY CONTAINED ONLY INFORMATION ON THE PREPARATION OF THE SOLUTIONS AND OTHER TECHNICAL DETAILS.
