With the end of the Cold War, Russia and the United States are dismantling thousands of nuclear weapons. Hundreds of tons of weapons-usable fissile materials--plutonium and highly enriched uranium (HEU)--are excess to military needs. Approximately 175 tons of U.S. HEU and 50 tons of U.S. plutonium are currently considered excess, including 38.2 tons of weapon-grade plutonium. This report deals with the assessment of these vast stockpiles of excess fissile material and its safe storage and disposition. A broad range of studies and analyses have been undertaken. This report analyzes the nonproliferation and arms reduction implications of the alternatives for storage of plutonium and HEU and disposition of excess plutonium.
