This document concerns the meeting of the Oak Ridge Gaseous Diffusion Plant (ORGDP) Nuclear Safety Approvals Committee, May 11, 1970. There was a brief review of toll enrichment activity from January 1969 to the present, and the utility of 48-in.-diam cylinders for product withdrawal relative to future toll enrichment operations was discussed. Studies by the ORGDP Nuclear Safety and Technology staff pertaining to proposed approval for increasing the allowable U-235 enrichment to 4.5 percent for 48-in.-diam heavy-wall cylinders were presented. Another document is included which contains the minutes of the ORGDP Nuclear Safety Committee Meeting, November 21, 1969. It was noted that the K-25 Nuclear Safety Staff had furnished technical assistance in the design and nuclear and radiation safety evaluations of shipping containers for irradiated BONUS reactor fuel and control rods. A study for the Paducah Plant concerning safe enrichments for the 48- and 30-inch UF-6 cylinders was completed. Also, the DOT granted approval for raising the safe U-235 enrichment from 4.5 to 5.0 percent for 30-inch UF-6 shipping cylinders. It was also reported that specifications had been prepared for the protective packaging developed at ORGDP and the UF-6 shipping containers.
