Description/Abstract:
This document concerns the Oak Ridge Reservation (ORR) Annual Site Environmental Report for 1993. The Clean Water Act created the Federal Pretreatment Program to regulate industrial discharges to sanitary sewer systems, which are also referred to as a "publicly owned treatment works." Under the conditions of the National Pollutant Discharge Elimination System (NPDES) permit, the Y-12 Plant was required to accomplish several goals which are listed in this report. To assess the impact of past and current DOE operations on the quality of local surface water, samples were collected and analyzed from 22 locations around the ORR. Routine surface water monitoring not required by the NPDES permit is performed at the Y-12 Plant site, and various radiological and nonradiological parameters were monitored. Because of mercury abatement activities and decreases in water flow, mercury loading to East Fork Poplar Creek from the Y-12 Plant decreased significantly. The net impact of ORNL on surface waters was evaluated by comparing data from samples collected at reference locations with information from samples collected downstream of the facility. Some special studies developed at the Y-12 Plant were: an integrated mercury strategy for the ORR; site-specific water quality criterion for total mercury in East Fork Poplar Creek downstream from the Y-12 Plant; environmental assessment for interim storage of enriched uranium at the Y-12 Plant; and the Treatment Plant Discharge Project. A special study developed at ORNL was a data base of information for wells. A table and figures are included.
